The bill, courtesy of state Sen. David Argall, R-Schuylkill, lost last year by only one vote. In November's election, the GOP gained more control in both the House and Senate. They claim the bill will relieve taxpayers' burden for the commonwealth's public schools, but it is merely that, a claim.
HB/SB 76 would not get rid of municipal or county property taxes and school districts could keep collecting real estate taxes to pay off existing debt (which is usually issued as 20-year bonds). The Pennsylvania Association of School Business Officials even ran an analysis. They came to the conclusion that only 2 percent of school districts could eliminate their tax levies. Furthermore, the association also found that the $2.7 billion in property taxes paid by Pennsylvania businesses will instead be collected in the form of higher personal income and sales taxes for individuals.
